You could also use FFAs software (FFAIO which includes and FFA GUI) which is do recommend (highly) since we don't have quota issues.
I get very slow download speed on resilio because your speed is based on your uploading and I never keep installed games on my computer when I'm done with them so I get at max 2Mbps on resilio. Use it to get the games and install however you want but I don't recommend it TBH. So alternatively you can use Resilio Sync to download from VRP it comes with the VRPE software (the one that includes Rookies). But like I said VRP is always over quota anyways so unblocking the program has little to no point. Also Ethernet works better then wifi sometimes as well. Trying cloud flare or Google DNS may help. You can add an exclusion to your antivirus. Make sure you have no VPN, your internet isn't being used heavily elsewhere, your firewall or antivirus isn't blocking Rookies. The mirrors are always over quota on vrp now anyways but this sounds more like something is blocking the program anyways.
